Actually, the number of teams each team plays each of the other teams at home and away during a season is usually called the "format" and is set by the league. Schedulers are then given a format (with some minor latitude for the schedulers) to determine how to fit the format into a cohesive schedule.
So, schedulers don't have a lot of say in how many times a particular team plays another team.
